Policies Under SERS
    Portable SERS Rehousing Benefits

    Eligible flat owners may apply for a new HDB flat elsewhere under the Balloting Exercise (BE), Build-to-Order (BTO) or Walk-in-Selection (WIS) and enjoy the same SERS benefits, where applicable.

    The selling price of the new HDB flat elsewhere will be the same as that offered to public applicants. To ensure timely clearance of the SERS site, the Delivery Possession Date (DPD) or the Estimated DPD of the BE/BTO/WIS flat selected must not be later than the DPD of the new flats built at the designated replacement site.

    With portable SERS benefits, flat owners may submit one application, during a grace period (please refer to the information leaflet) when HDB offers a batch of flats to public applicants under BE, BTO or WIS. The administrative and booking fees for the BE/BTO/WIS application will be waived. The financial package that they will enjoy is similar to that for the purchase of a new flat at the designated replacement site. After the flat owners are shortlisted to select a flat under BE/BTO/WIS, they will not be invited to select a new flat at the designated replacement site.

    SERS Flat owners who have applied/ booked a flat under the Balloting Exercise (BE)/ Build-To-Order System (BTO)/ Walk-In-Selection (WIS)/ as at the SERS announcement date

    Flat owners may choose to:

  • cancel their BE/BTO/WIS application (where eligible, HDB will refund all monies paid for the application without interest) ;
  • retain their BE/BTO/WIS application with SERS rehousing benefits; or
  • retain their BE/BTO/WIS application as public applicants.
    For flat owners who wish to retain their BE/BTO/WIS flat and the flat has a later completion date than the new flats at the replacement site, they need to source for their own interim accommodation when the SERS flat is due for clearance.

    Minimum Period of Resale of New Flat at the Designated Replacement Site

    Flat owners are allowed to sell only after the following, whichever is the earlier, subject to HDB's prevailing policies:-

    a. expiry of seven (7) years from the flat's selection date and after they have collected keys to their replacement flat or;

    b. five (5) years from the effective date of purchase of replacement flat.

    *If there is any subletting of the replacement flat, the minimum period of resale will be extended to make up for the subletting.
    Flat owners who had enjoyed the SERS benefit more than once are not allowed to sell the replacement flat.

    Existing Private Property Owners

    Flat owners are allowed to retain ownership of the private property for investment. However they must continue to stay in the existing flat and the replacement flat after its completion. They may sell the private property anytime during this period. However, in order to invest in another private property, they can only do so after the expiry of the minimum period of resale of the replacement flat, subject to HDB's prevailing policies.

    Purchase of Private Property after SERS Announcement

    All flat owners (including existing private property owners) and the permitted occupiers who take up the replacement flats, are NOT ALLOWED to purchase, or acquire by inheritance or by way of gift or through a nominee, any interest in a private property (whether residential or otherwise, including HUDC flat/Exec Condominium and overseas properties). They may invest in a private property after the expiry of the minimum period of resale of the replacement flats.

    *Flat owners who opt to sell the SERS flat with the rehousing benefits in the open market may invest in a private property AFTER the legal completion of the sale of their SERS flat

    Application for the Replacement Flat

    Original SERS flat owners must be included as applicant(s).
    Allowed to include eligible persons as co-applicants (up to 4 flat owners including the original flat owners) or occupiers.
    Rehousing benefits will be reviewed or adjusted if necessary based on the registered household.

    Selection of Replacement Flat

    The order of selection will be determined by a computer ballot. Allocation of replacement flats is subject to availability and ethnic quota when the SERS flat owner is due for the selection based on the balloted queue position.
