Eligible flat owners are compensated for their flats based on prevailing market value as at the SERS announcement date. They will also be paid reasonable expenses. Rehousing Benefits for SERS Flat Owners Eligible to Retain Their Flats SERS flat owners will be given assured allocation of new flat at the designated site. They can buy new flat at the designated site at HDB's subsidised price. This price will be frozen as at the SERS announcement date. Eligible flat owners may apply for a new HDB flat elsewhere under the Ballot Exercise (BE), Build-to-Order (BTO) or Walk-In-Selection (WIS) and enjoy the same SERS benefits, where applicable. Compensation can be used to discharge outstanding mortgage loan and refund CPF monies used in the purchase of existing flat. Downpayment and stamp & conveyancing fees can be deferred at the signing of Agreement for Lease, to collection of key for the replacement flat. If CPF balance is insufficient, compensation can be used to contra the purchase price, stamp & conveyancing fees and the 1st mortgage installment ( must maintain a minimum balance compensation of $3,000 for 1 & 2-room flats & $10,000 for 3-room or bigger flats ). Interim payment of up to $30,000 per flat from compensation for renovation and removal expenses ( must maintain a minimum balance compensation of $3,000 for 1 & 2-room flats & $10,000 for 3-room or bigger flats ). Concessionary interest rate housing loan for the replacement flat for eligible SERS flat owners. Exemption of Resale Premium/ Deferred Levy of Existing Flats for SERS Flat Owners as at SERS Announcement Date SERS flat owners will be exempted if their existing flat was bought directly from HDB or from the open market under the CPF Housing Grant Scheme. Those who had previously sold their first subsidised flat elsewhere will be required to pay the premium/levy (which they had opted) when they take up the replacement flat.* They will be given more options in the payment of the premium/levy. Resale/ Transfer of SERS Flats Eligible SERS flat owners can sell their existing flats together with the rehousing benefits in the open market. The sale of the rehousing benefits will be treated as consumption of one housing subsidy. Eligible SERS flat owners can also transfer the ownership of the existing flats. The rehousing benefits will be assessed based on the lessees' eligibility or the persons taking over the ownership of the flat, whichever is more restrictive. |
